Bill Wilson was the host/producer of "RAP" on WDRB Television where he researched, wrote, produced, and hosted a weekly public affairs television program that explored concerns of the African-American community. He was the owner and creative director of Bill Wilson Productions, Inc. which was an advertising and public relations agency that engaged in a wide variety of work ranging from market research to all forms of advertising, public relations, and film production. During his career, his agency was the recipient of numerous awards, including the prestigious ADDY, and critical acclaim (1974-1986). Bill Wilson was in some movies like Sheba Baby, Abby, and Hit-man to name a few. In 1984, _Bill Wilson was elected as the Ninth Ward Alderman and served for 14 years. He was elected President of the Board of Aldermen for three consecutive years (1984-1986). He became Board of Alderman President which allowed him to become the Mayor Pro-Temp during his tenure on the Board of Aldermen. A common use of pro-temp in the United States is in Corporate cities or towns with regard to the position of the mayor. Some cities do not have a position of vice mayor, but rather appoint a person from the city council to act as mayor pro-temp in the absence of the actual mayor. He was the second African American President of the Board of Alderman since the charter of Louisville in 1778. Bill Wilson was the first African American to serve as the Appropriations chairman where he oversaw over 200 million dollar budget annually. All these things ultimately led to Bill Wilson becoming the first African American in Louisville to run for mayor.
